After his retirement from the Indian Police Service, the last designation being Commissioner of Police, Kolkata, India, Mr Soumen is presently associated as an Advisor in several organisations since 2022.

While in service, Mr Soumen was closely associated since 1995, as Founder President of Disha, an NGO working amongst sex workers and their children in the field of skill development, education & health (HIV-AIDS) in the red-light area of Asansol.

Soumen is also the Founder of SCIR (Society for Community Intervention & Research) which works amongst IDUs on the principles of Harm Reduction in the slums of Kolkata. It now works in the field of skill development and education.

Soumen presented
– a paper on Harm Reduction at ‘Addiction 2002’ organized by Elsevier Science in Eindoven, The Netherlands in 2002;
– a paper on Policing & Harm Reduction at the International Harm Reduction Conference at Melbourne in 2004
– a paper at the International Harm Reduction Conference at Warsaw in 2007 and introduced the documentary film by DFID entitled ‘When Institution help Drug Users’;
– a paper at the International Harm Reduction Conference, Liverpool in 2010;
– a paper at the ‘Asia Pacific Regional Dialogue of the Global Commission on HIV & the Law,’ organized by UNAIDS & UN ESCAP at Bangkok in 2011
– a paper at the ‘Sex, drugs & law enforcement: models of police-community collaboration’, at Sydney in 2012.

Soumen was a resource person at
– the National Harm Reduction Conference in Jakarta organized by (AHRN) in 2005
– the Regional Dialogue on HIV Prevention, Treatment & Care Services for IDUs at Kuala Lumpur organized by ASEAN-USAID in 2005
– the Senior Police Harm Reduction Seminar at Bangkok organised by ARHP in 2005 and at the Senior Police Harm Reduction Seminar at Kunming, China organized by Asia Regional HIV/AIDS Project (ARHP) in 2007.

Soumen attended
– a workshop organized by European Commission on Harm Reduction in London and Marseilles in 2001;
– a conference entitled ‘Global Advocacy on the HIV Prevention Needs of Injection Drug Users’ organized by Bill Gates Foundation in London in 2008;
