This study explores what works or could work in preventing sexual and labour exploitation of adults in the United Kingdom.

Through an evidence review and consultation panels, the authors developed the BETR prevention framework (Before–Early–Treat–Retrafficking), which reframes prevention as supporting people to thrive, maps 25 intervention types, and identifies five key mechanisms of change. The study highlights the potential of survivor-led, community-based initiatives within whole-system responses backed by national policy.
